bought it, plugged the dma card in, menu never opens. before anyone asks, hvci is off, secure boot is off, tpm is off. i assume that's the problem but i want the order straight so i don't do something dumb

bios first. secure boot on, tpm on, then boot into windows and turn hvci and core isolation on, reboot, then the dma, then the loader, then the game. that exact order

why does the order matter if everything ends up on anyway

because windows will happily let you flip hvci on and then not actually apply it until a full reboot, and if you launch the loader before that you get a menu that opens and does nothing. ask me how i know

i had to reinstall windows to get it clean

you didn't, you just didn't reboot properly. reinstall is the nuclear option people jump to after 20 minutes

i did reboot. three times. it wasn't the reboot

then your tpm wasn't on. that's the one people skip because it's buried

ok tpm is on now, secure boot on, hvci shows on after the reboot. menu opens. that was the whole thing. thanks kiln

set a custom menu key and a panic key in misc while you're in there. default insert conflicts with stuff on some keyboards
